ANSWER: No, the handholes are not connected to each other with conduit transversely across the approach panel. The conduit in the Type P-2 concrete parapet terminate in the handholes in the approach panel at the end of each barrier. It is not connected to the signal system at this time and is provided to allow for signal interconnect service in a future project.
