Question: Additionally we do not think you have accounted for the weather and duration contingencies per MnDOT standard specification 1803.2.C. Based on our analysis which includes the contingency requirements and achievable durations we do not think the work required during the ABC period can be completed. What contingencies has Hennepin County included in the ABC period duration?

Response: Per Addendum 3, the ABC period requires a resource loaded CPM schedule. Section 1803.2.C of the MnDOT Specification for Construction noted in the question is for Bar Chart Schedules and the Contractor is pointed to Section 1803.3, Critical Path Method, CPM Schedules. The schedule to accomplish the ABC Time Frame has minimal contingency for weather and delays i.e. equipment failure or breakdown. The ABC Time Frame is in the second year of construction allowing time to sufficiently plan and procure the appropriate resources needed to construct the ABC Portion of the project. Additionally, the Contingency Plan in special provision SB-14.1.C.C1.7 is required to understand what the Contractor has in place in case an event should occur to minimize or avoid delays during construction. The Contractor shall plan their work and resources to meet schedule requirements understanding the assumptions within the plans are not absolute and were provided to the Contractor for their information.
