Question: There does not seem to be a bid item for the debris containment system for the repair of concrete or the painting, will there be a bid item for this?

Response: No, this cost is to be included in the price for the concrete repairs, painting or an incidental expense to performing the work over the waterway. See the following special provisions:
SB-6 has text pertaining to positive precautions, containment, and certified submittal of temporary construction. The last paragraph states - All costs incurred by compliance with the above requirements are considered incidental expense for which no direct compensation will be made. - Debris containment is considered part of temporary construction and considered incidental expense for which no direct compensation will be made.
SB-17.2 provides requirements for concrete removal. SB-17.2.E, last paragraph before table states - Payment shall be full compensation for all costs of labor, materials, removal, disposal and all other costs necessary to complete the designated pay items. - Debris containment is considered part of removal for this repair.
SB-17.13 provides requirements for removal of existing coatings. SB-17.13.E states - Payment for Item No. 2433.618, Historic Concrete Surface Treatment, shall be at the Contract price per square foot and shall be compensation in full for all costs of testing, furnishing, preparing surfaces and applying materials to the areas designated in the plans. - Debris containment is considered part of the surface preparation for this repair.
