NOTICE is hereby given that SEALED BIDS will be received by the Hennepin County

Purchasing and Contract Services Division, A-1730 Government Center, Minnepolis, MN 55487 until 2 P.M. on ,Tuesday, September 24, 2013, for the following project:

Electronic proposals submitted through Hennepin County’s online electronic bid system (eGram) will be received by Hennepin County Purchasing and Contract Services Division, A-1730 Government Center, Minneapolis, Minnesota, 55487-0175, until 2:00 p.m., Tuesday, September 17, 2013, at which time they will be publicly opened and read aloud for: Bids for pedestrian ramp retrofits along CSAH 5 (27th Avenue Southeast), CSAH 35 (Portland Avenue), CSAH 36 (University Avenue) and CSAH 37 (4th Street Southeast) in the City of Minneapolis (C.P. 122001, eGram Project ID 2122001, S.P. 027-030-030), and which includes the following major quantities:

3 lump sum mobilization, 2 tree clearing and grubbing, 1,747 lf pavement marking removal, 3,842 lf remove curb and gutter, 100 lf remove concrete encased conduit, 38,412 sf remove concrete walk, 377 sf remove concrete driveway pavement, 33 each remove curb and gutter, 40 each salvage type C sign, 3,864 lf remove and replace bituminous pavement, 60 cy topsoil borrow, 34 hour street sweeper with pickup broom, 120 each drill and grout reinforcement bar, 2 each adjust curb stop, 40 each adjust frame and ring casting, 256 lf seal concrete walk joints, 37,769 sf concrete walk, 3,843 lf concrete curb and gutter, 1,848 lf concrete curb, 3,330 sf truncated domes, 3 lump sum traffic control, 3 lump sum temporary pedestrian access control areas, 40 each install type C sign and collar, 40 each adjust handhole, 2 each ped push button station, 4 each splice loop detector, 4 each saw cut loop detector, 4 each saw cut loop detector 6’ x 6’, 84 lf 2” non-metallic conduit, 124 lf l/c #14, 378 lf 2/c #14 SH, 55 each storm drain inlet protection, 86 each site restoration, 1,890 lf solid line white paint, all in accordance with specifications and bid forms available from the Hennepin County eGram web site: https://egram.co.hennepin.mn.us

Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.

READ CAREFULLY THE WAGE SCALES AND DIVISION A OF THE SPECIAL PROVISIONS AS THEY AFFECT THIS/THESE PROJECT/PROJECTS

The Minnesota Department of Transportation hereby notifies all bidders:

in accordance with Title VI of the Civil Rights Act of 1964 (Act), as amended and Title 49, Code of Federal Regulations, Subtitle A Part 21, Non-discrimination in Federally-assisted programs of the Department of Transportation, it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded maximum opportunity to participate and/or to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, disability, age, religion, sex or national origin in consideration for an award;

The following notice from the Minnesota Department of Human Rights applies to all contractors:

"It is hereby agreed between the parties that Minnesota Statute, section 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 are incorporated into any contract between these parties based on this specification or any modification of it. A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."

"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)."

A minimum goal of 3.6% Good Faith Effort to be subcontracted to Disadvantaged Business Enterprises.
