CONSTRUCTION OF PAVED TRAIL ALONG CSAH 19

NOTE:  Bids will be opened in Room A-1713 (Training Room) on the 17th floor of the Administration Tower, Hennepin County Government Center. 

 

Sealed proposals will be received in the office of Hennepin County Purchasing and Contract Services Division, A-1705 Government Center, Minneapolis, Minnesota, 55487-0175, until

2:00 P.M., Tuesday, May 12, 2009, at which time they will be publicly opened and read aloud for: Bids for  the construction of a paved multi-use trail adjacent to CSAH 19 between Maple Street and TH 55 in the Cities of Loretto and Medina (C.P. 0130-02, C.P. 0130-03, S.P. 27-090-14, S.P. 27-090-15), and which includes the following major quantities: 

 

1 each field office type D, 1,000 lf root cutting, 4,000 lf pavement marking removal, 1,411 lf remove curb and gutter, 1,000 lf remove fence, 882 sq yd remove concrete walk, 4,241 sq yd remove bituminous pavement, 12 each remove pipe apron, 6 each remove manhole or catch basin, 4 each remove hydrant, 6,816 lf sawing bituminous pavement, 67 each salvage sign panel type C, 12,421 cu yd common excavation, 25,420 cu yd common borrow, 2,244 lf filtration ditch, 2,844 sq yd geotextile fabric type V, 200 cu yd haul and dispose contaminated material, 34 ton aggregate class 2, 200 hr street sweeper with broom, 1,242 ton various bituminous mixtures, 469 sq ft modular block retaining wall, 23 each RC pipe apron, 4 each RC trash guard, 2,279 lf perf PVC pipe drain, 4,289 RC pipe sewer design 3006, 4 each hydrant, 1 each wet tap, 7 each gate valve and box, 152 lf water main ductile iron C152, 585 lbs water main fittings, 387 lf construct drainage structure, 79 each casting assembly, 279 sq yd geotextile fabric type IV, 20,200 sq ft concrete walk, 80,312 sq ft bituminous walk, 6,004 lf concrete curb and gutter, 432 sq yd concrete driveway, 4,174 lf portable precast concrete barrier, 4,103 sq ft concrete pavers, 8 each impact attenuator, 1 lump sum traffic control, 1 lump sum detour signing, 100 uday reflectorized drum, 50 each type III barricades, 291 sq ft sign panel type C, 2,038 lf temporary fence, 4,348 lf silt fence, 204 cu yd temporary ditch check, 1,737 lf filter, 1 lump sum erosion control supervisor, 5.5 acre seeding, 456 lf seed mixture, 3,192 sq yd sodding type lawn, 42 acre disk anchoring, 5,672 sq yd erosion control blankets, 6,000 lb hydraulic soil stabilizer type 5, 12,454 sq yd rapid soil stabilization, 2,238 lf removable preformed plastic marking, 6 each pavement message epoxy, 6,585 lf 4 inch solid line white paint, 2,446 lf 4 inch broken line yellow epoxy, 1,260 sq ft crosswalk markings epoxy, all in accordance with specifications and bid forms available from A-1705 Government Center.

 

Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.

The Minnesota Department of Transportation hereby notifies all bidders:

 

in accordance with Title VI of the Civil Rights Act of 1964 (Act), as amended and Title 49, Code of Federal Regulations, Subtitle A Part 21, Non-discrimination in Federally-assisted programs of the Department of Transportation, it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded maximum opportunity to participate and/or to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, disability, age, religion, sex or national origin in consideration for an award;

If you are not a current holder of a compliance certificate issued by the Minnesota Department of Human Rights and intend to bid on any job in this advertisement you must contact the Department of Human Rights immediately for assistance in obtaining a certificate.

 

The following notice from the Minnesota Department of Human Rights applies to all contractors:

 

"It is hereby agreed between the parties that Minnesota Statute, section 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 are incorporated into any contract between these parties based on this specification or any modification of it. A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."

 

"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)."

 

A minimum goal of 17.6% Good Faith Effort to be subcontracted to Disadvantaged Business Enterprises.
